Quoting and time wasters

Does anyone ever find that they get used as a test when someone asks for a quote?
I suspect I get a few people a month ask me to quote on jobs they either do themselves or already plan on giving the work to someone else but just want to measure their quote against mine.
This is not so inconvenient if you are quoting on something simple but quoting on web development work can take a considerable amount of time.
What do you do to avoid this waste of time? I think I might ask for an ABN and a brief first and refuse to quote over the phone.

Quoting
Quoting is one of the perils of our job. Dont take it so personally, I have learnt to live with it for over 2 decades. Sometimes I have asked clients for "kill money" which is a small fee for my time that includes preliminary meetings and quotes. The client actually get a lot of knowledge out of us experienced guys. Then gets a Tafe student to do that.
I guess its a personal choice and one would never really find out eh.
